Vietnam:  Preparation for 2nd Higher Education Project, (WB) Ministry of Education & Training (MOET), April 2005-Feb 2007 (11 months over period)

Chief Technical Adviser:  Under individual contract, research and prepare Technical discussion papers, Vietnam Government Feasibility Reports, develop Project Budget and prepare Project Implementation Plan.  Work with other sector specialist to design a SWAp plan to finance sector reform over a 5 year project period. Contract extended to supervise establishment and initial implementation phase.

Vietnam: Capacity Building in Vocational and Technical Education (ADB), 2001

Assisted Australian consortium in Loan Project Tender documentation, advised on team selection, budget development, contract negotiations; monitored project implementation.

Vietnam: Capacity Building in Vocational and Technical Education (ADB), 1998

Analysed project design, conducted site research and consultations in Hanoi; prepared Approach and Methodology for tender for Design TA.

Indonesia:  Education Decentralisation Project, (AusAID-GSLP), 2002-2003

Prepared project design & proposal documentation including approach and methodology for assisting the MoNE in strategic planning for implementation of education decentralisation;  developed budget;  negotiated contract with AusAID;  selected consultants and managed consultant contracts for experts’ input over several project inputs; monitored services delivery and provided technical support (from home desk); managed budgets, prepared reports.

Indonesia:  Education Decentralisation Projects (x 4 linked projects), 2001-02

In association with private company, analysed project specifications; prepared tender documentation including designing approach and methodology to implement a range of decentralisation activities;  developed project budgets.  Involved separate projects on education decentralisation for AusAID and ADB.

Indonesia:  Education Decentralisation Project, Restructuring of Inspector-General’s Department, GSLP (AusAID), 2000-2001

Project Director:  Developed project design, approach and methodology for development of an new organisational approach, functions and structure to fit new responsibilities following decentralisation; prepared proposal documentation;  developed project budget;  negotiated contract;  selected consultants, managed project inputs; monitored services delivery and provided technical support; managed budget.

Sri Lanka:  Higher Education Reform (WB) July 2002

Analysed project specifications; worked with associate University to conduct site research in-country and prepared tender documentation including designing approach and methodology; developed project budget; selected consultants.

China: Capacity Building for Policy and Regulation in Ministry of Education, (AusAID) China Capacity Building Program, (AMC, ACIL Pty Ltd), March-November, 2002

Analysed project specifications; prepared tender documentation including approach & methodology for improving evidence based policy development in the MOE;  developed project budget;  negotiated contract with AMC;  selected and managed consultants over several project inputs;  monitored services delivery and provided technical support;  managed budgets, prepared reports.

Philippines:   Second Technical & Vocational Education Project (ADB), 1996-1997

Project Director:  Designed specifications for supplementary services to conduct research and review options and economic feasibility of support for increased private provision of technical training services; site visit to Manila to select local team; negotiated contract with ADB and established sub-contract for local partner; monitored implementation and budget; edited final report.

Romania:  Education Reform Project – Occupational Standards (WB), 1995-2001 

Project Director and Senior Education Policy Adviser:  Conducted site missions for review and redesign of project to establish a new system of occupational classification and to introduce a competency based methodology to occupational training and skills recognition; selected project team; developed project budget; negotiated several contract variations; monitored implementation over six years; managed budget; edited annual project reports.  Included three visits to Bucharest for project consultation and project consulting inputs. Project concluded successfully in September 2001. 

Kyrgyzstan:  Social Safety Net Project – Employment Services Component (WB), 1995-96

Project Director:  Conducted site missions for review of project; selected project team; led team for preparation of tender including design of approach and methodology and workplan to implement organisational reform and new approaches to delivery and management of services for the unemployed;  developed project budget; negotiated contract; monitored implementation over 24 months; managed budget; edited final project report.  Included three visits to Bishkek for project consultations.

Kyrgyzstan:   Employment Services Preparation Project – 2 Projects (WB), 1993-95

Project Director:  Prepared project design and scoping proposals to design a loan project to reform the labour offices and services for the unemployed;  selected teams; negotiated contracts with WB; monitored implementation activities over 15 months; managed budgets and edited final reports.

Thailand:  Higher Education Quality Assurance, (AusAID) Thailand Capacity Building Facility (AMC, SAGRIC Pty Ltd) 2001

Analysed project specifications; prepared project strategy and tender documentation designed approach and methodology to prepare the policy framework for a new quality assurance system for universities;  developed project budget;  negotiated contract;  selected consultants and managed contracts for experts’ inputs;  monitored services delivery and provided technical support (from home desk); managed budgets, prepared reports.

China:  Capacity Building, Professional & Technical Accreditation, (AusAID) 1999

Project Director:  Analysed project specifications, designed approach for studies to improve knowledge of modern approaches to competence development and recognition and certification of skills;  prepared tender documentation and budget; negotiated contracts; oversighted mobilisation and implementation; delivered formal presentations on Australian VET system reforms; prepared final report.

Turkey:  Privatisation Project – Labour Adjustment Component (WB), 1994 – 1997 

Project Director:  Analysed project specifications, selected project team; led preparation of tender including approach and methodology and workplan to implement reforms to services to workers retrenched from the privatisation of state owned enterprises, and to develop new employment generation schemes in regions most affected by large scale privatisation action;  negotiated contract with clients, monitored implementation and managed budget over three years.  Included three visits to Ankara and Istanbul for project monitoring and negotiations.

Project Management

East Timor:  Education Sector Review, (AusAID), March-April 2000

Technical support: liaison with AusAID for contract and mobilisation, assisted senior consultant and AusAID advisor in editing report on the first design for rebuilding of the East Timor education system following the establishment of independence. 

South Africa:  Capacity Building Project, Restructuring Review COTT, (AusAID- GRM), 1999.

Malaysia:  Strategic Review of Technical Education and Skills Training (ADB), 1997-98

Project Director:  Analysed project specifications; selected team; prepared tender including design of approach and methodology to conduct a review of the future needs for development of a more efficient system for skills training;  developed budget;  visited Manila to negotiate contract with ADB;  monitored implementation over 12 months; managed budget; edited final project report.

Monitoring & Evaluation, Surveys

Australian Government Projects – Monitoring & Evaluation Programs:

Australia:  Evaluation of Lady Gowrie Early Childhood Centres, Office of Child Care, Department of Social Security, Canberra, 1981-83

Team leader:  Developed design for a program evaluation to assess the effectiveness of six children’s centres funded by the national government to provide demonstration services and action research for quality child care and related services to children and mothers;  prepared documentation for project approval, negotiated implementation details with service stakeholders, worked with centres’ staff in all capital cities of Australia to support effective implementation of peer review surveys.

Australia:  Evaluation of Youth Services Program (Refuges for Homeless Youth, Office of Child Care, Department of Social Security, Canberra, 1979-80

Team Leader:  Developed the approach and methodology for a program evaluation of the nationally funded Youth Services Program which provided refuges for homeless teenagers.  Led a small working group made up of national and regional officials, which worked cooperatively to develop the evaluation design and methodology, designed data collection methods and survey forms, managed the collection process and analysed the data.  Personally responsible for preparation of the final report to national and State Governments.  

Australia:  Evaluation Of Community Health Centres, Department of Health, Canberra, 1977-78

Team Member:  part of a team which undertook the first systematic evaluation of community health centres in Australia.  Assisted the development of field research to research and test a new methodological approach, using peer review techniques by multi-disciplinary teams of professionals to review professional standards of service and consumer satisfaction. Developed and administered survey questionnaire,and reviewed techniques before preparing as a model for wider application.
