Vietnam: Preparation for 2nd Higher Education Project, (WB) Ministry of Education & Training (MOET), April 2005-Feb 2007 (11 months over period)
Chief Technical Adviser: Under individual contract, research and prepare Technical discussion papers, Vietnam Government Feasibility Reports, develop Project Budget and prepare Project Implementation Plan. Work with other sector specialist to design a SWAp plan to finance sector reform over a 5 year project period. Contract extended to supervise establishment and initial implementation phase.

Romania: Education Reform Project – Occupational Standards (WB), 1995-2001
Project Director and Senior Education Policy Adviser: Conducted site missions for review and redesign of project to establish a new system of occupational classification and to introduce a competency based methodology to occupational training and skills recognition; selected project team; developed project budget; negotiated several contract variations; monitored implementation over six years; managed budget; edited annual project reports. Included three visits to Bucharest for project consultation and project consulting inputs. Project concluded successfully in September 2001.

Turkey: Privatisation Project – Labour Adjustment Component (WB), 1994 – 1997
Project Director: Analysed project specifications, selected project team; led preparation of tender including approach and methodology and workplan to implement reforms to services to workers retrenched from the privatisation of state owned enterprises, and to develop new employment generation schemes in regions most affected by large scale privatisation action; negotiated contract with clients, monitored implementation and managed budget over three years. Included three visits to Ankara and Istanbul for project monitoring and negotiations.

Technical support: liaison with AusAID for contract and mobilisation, assisted senior consultant and AusAID advisor in editing report on the first design for rebuilding of the East Timor education system following the establishment of independence.

Australia: Evaluation of Lady Gowrie Early Childhood Centres, Office of Child Care, Department of Social Security, Canberra, 1981-83
Team leader: Developed design for a program evaluation to assess the effectiveness of six children’s centres funded by the national government to provide demonstration services and action research for quality child care and related services to children and mothers; prepared documentation for project approval, negotiated implementation details with service stakeholders, worked with centres’ staff in all capital cities of Australia to support effective implementation of peer review surveys.

Australia: Evaluation of Youth Services Program (Refuges for Homeless Youth, Office of Child Care, Department of Social Security, Canberra, 1979-80
Team Leader: Developed the approach and methodology for a program evaluation of the nationally funded Youth Services Program which provided refuges for homeless teenagers. Led a small working group made up of national and regional officials, which worked cooperatively to develop the evaluation design and methodology, designed data collection methods and survey forms, managed the collection process and analysed the data. Personally responsible for preparation of the final report to national and State Governments.

Australia: Evaluation Of Community Health Centres, Department of Health, Canberra, 1977-78
Team Member: part of a team which undertook the first systematic evaluation of community health centres in Australia. Assisted the development of field research to research and test a new methodological approach, using peer review techniques by multi-disciplinary teams of professionals to review professional standards of service and consumer satisfaction. Developed and administered survey questionnaire,and reviewed techniques before preparing as a model for wider application. |
